Izuku's quirk is Depowering Beam. It's an Emmiter type that allows Izuku to fire a beam from his pointer finger [when he's pointing, thumb curled in alongside the rest of his fingers], that, when it strikes someone that weilds a quirk, depowers them for however long Izuku decides when shooting the beam. And I mean however long. If Izuku thinks "Forever" when shooting the beam, they lose it forever. If he thinks "An Hour" when shooting it, it will be lost for an hour. For someone with multiple quirks, Izuku has to think if the quirk he wants to depower alongside the time frame. [IE: AFO(the quirk), Forever]
The beam is made of an energy that deletes quirk entirely. The time frame is the control for how much he pours into a person. A Forever Beam will completely delete a quirk from their body, and not even a genetic imprint would remain. It's less effective against quirks that store or use pure energy like Wave Motion or One For All, taking more energy than any other type of quirk, but they can still be Depowered.
