Izuku's quirk is Echo. It's an emitter type that allows Izuku to repeat phrases or sounds in people's minds.
For instance, if Izuku says "Give Up" and then activates his quirk, the phrase "Give Up" will endlessly repeat in the minds of whoever heard him say it. If there is a sound nearby, and Izuku wants it to repeat that's also an option.
Izuku's quirk is AOE, meaning he cannot select specific people for it to activate on, he can only activate it and then anyone in range will be effected. However the reverse is true for deactivation. He can only deactivate it on one person at a time, and can select specific people to deactivate it on.
The quirk has a range of 300 to 325 feet depending on how good Izuku's voice is doing. If he's sick and his throat is shot, then it's range is decreased to about 250 feet. Keep in mind that this is only the range that the effects lasts and not the activation range.
The activation range is the range in which you can hear the noise Izuku want to repeat. If you can hear it, you are in range, even if you can barely hear it. Earplugs do not block this quirk, as it activates through the vibrations in the air things make when making noise, not hearing it. This Quirk does work through electronics, as again, it works through vibrations and not nessacarily Izuku's voice. This Quirk does work on animals, as Nezu confirmed for him.
