Izuku's quirk is Spicy Simulation. It's an emitter type that allows Izuku to replicate the tounge's reaction to capsaicin in whoever is in his line of sight, as well as ramp it up to as high as he wants. The downside is that Izuku himself also feels it at the same intensity. By line of sight I do not mean looking at someone specifically, literally everyone Izuku can see, even in his perefiral vision, gets a spicy tounge. Izuku can chooses not to effect certain people, but he needs to know their names first, literally anything they go by in fact, and then consiously choose not to effect them. Even then if they get in his line of sight unexpectedly they will be effected if his quirk is active.
In order to properly use this quirk, Izuku needs to up his resistance to spicer and spicer foods, as it does not provides any resistance to it naturally. It also has a harder effect on people who's quirks deal with their tounge, as those people's tounges tend to be more sensitive then other people's. [So Stain, Toga and anyone else you can think of] Voice quirks are slightly better than Tounge-related ones, but are still more sensitive then most. [You can't speak without your tounge after all, at least not very well]
