Story/Quirk: Soul Detective

In this world there is one fact that is undeniable about quirks: they have souls. Even when they are taken from their hosts, they leave behind their Remant, fragmented as it is. What happens when a man is born with the power to decern memories and personality traits from reading quirk souls? Find out!

I had an idea rolling around in my head with but one scene and a bit of lore, however I liked it so much I had to put it here.

-Lore-
In this au, all quirks have "souls" and depending on events during birth, they can even gain sentience! If twins are made but one consumes the other in the womb, the quirk of the "cannibal" gains the sentience of the one who was eaten. Imagine that! Dark Shadow being the sister/brother who was eaten in the womb! It'd be interesting to me.

-Scene-
Izuku sees emancipated All Might and immediately goes to help him, asking if he's all right, etc etc. However, when Izuku touches All Might, he gets a blistering migraine, along with 7 voices shouting something about a new Vestige?

-Rando backstory lore-

Izuku's first quirk activation is on his mom, where he learns somebody she simply knew as "All for One" had killed her (whether by accident or on purpose, you decide!) Eventually Tsukauchi learns of Izuku's quirk and adopts him both literally and as his apprentice.

Izuku's Quirk: Quirk-Soul Interface (Can you come up with something better than this? I can't)

Izukus quirk allows him to interact with the "soul" of a quirk. When he does, he forms a connection with the quirk and his mind; allowing for both of his drawbacks as well as allowing him access to the memories of its host. If the host is alive, there's usually a barrier stopping him from reaching their memories, and it can only be broken down by constant and frequent access to it as well as picking away at it (Izuku envisions it as him hacking away at it with a pickaxe until it crumbles) or by the other person allowing him access (and by wanting to get in on both accounts). However if the other person is dead, the barrier is gone which allows direct access. It activates by touching skin-to-skin.

-Drawback-

Because it connects his mind and the 'victim' if they are dead (and ONLY if they are dead) part of their personality is forcefully engraved into Izuku's mind until he can either lock away the killer or if the killer is killed.

-Drawback 2- (It COULD be called an ability as well...)

If Izuku were to activate his quirk on a person with a sentient quirk (accidentally or not, alive or not) it forms a permanent bond between the two quirks, allowing Izuku to communicate, as well as use 100% of all side abilities and up to 95% - 100% of the main ability depending on if the person is dead or not. (100% if dead, as there is no attachment and 95% if alive as there IS attachment.) However, this part can only be used ONCE! So the quirk doctor told him to be careful with it and to choose wisely.
