I had an idea that I'm surprised no one [that I know of] has thought of. Izuku uses his family "tear quirk" as a power.
Many generations ago, at the dawn of quirks one of his ancestors had the quirk "Tear Gland". It allowed for him to cry jets of water from his eyes at varying degrees of pressure. While the quirk factor of the quirk didn't pass on, it's abilities did. Every ancestor of half of Midoryia's bloodline has had that pressurized tear gland as a heteromorphic heritage. Word on the grapevine is that he had even befriended OFA's first holder at some point, but unfortunately died in his hands.
Izuku is one of those people that can cry on demand. His tears can be adjusted from regular tears to "Punch a hole through Steel" levels of intensity and pressure. He originally thought that that was his quirk, but later learned that he had no quirk factor. He uses this to become a hero, as well as blast through a lot of water bottles.
