Izuku's quirk is Quirk Vision. It's an Emitter/Transformation type quirk that lets Izuku see other quirks when activated. He can also permanantly copy ocular quirks. [And ONLY ocular quirks]
When Izuku activates it, all colors go grey. When he looks at a person he sees balls of colored light in people's chests. They are color coded to look like the quirk itself. If a quirk has not been activated yet, it looks a little glitchey. [For instance if he looks at a child younger than four, or a Quirk with conditions that havent been fufilled yet, it's there but it hasn't yet manifested]
He also gains complete knowledge on how the quirk works. [And what conditions are needed to manifest it, if it needs that]
To copy an ocular quirk, he needs prolonged eye contact. Once copied, he can shuffle through which ocular quirk he wants activated by a list in his mind.
