Izuku's quirk is Snitch. It's an Emitter type Quirk that allows Izuku to force a person to snitch on their friends and/or foes involuntarily. This Quirk can only force you to speak about sensitive information about you or someone else and nothing else. Izuku can also direct what information comes out by asking a question in relation to it beforehand, like "Who is your Boss?". Of course, all information coming out of their mouth relies on their knowledge of it. He can't get information they don't know after all.
Izuku can trigger this quirk on you once you look at him. When someone does, Izuku can literally feel their eyes on him, as well as what direction they are looking from, and by focusing on the sensation while willing his Quirk to activate, Izuku can force you to speak even at a distance. And speak you will, by spilling sensitive information about you or someone else. Once you stop speaking, so long as you don't look at him again, he can't force you to snitch anymore. "Looking" includes peripheral vision, as well as unorthodox visons like heat and x-ray.
