Izuku's quirk is a type of copy quirk. He copies a person's quirk but cannot use it unless he fuses it with one or more of the other quirks he copied.
[Basically if he copied someone's quirk, unless the quirk he copied is already the result of a quirk fusion (Like OFA or Warp Gate) he wouldn't be able to use them. He can only use quirks that are the result of a quirk fusion. (I ran into a fanfiction a while back where Warp Gate was made of a Map Coordinate, Portal Quirk and Cloud to make a quirk that opens a portal made of a cloud-like consistciy using coordinates. I bring this up incase it gives you inspiration for 3-way fusions.]
If Izuku copies a fused quirk [AKA:OFA or Warp Gate] he gains both the quirks that make up these fusions as well as the fusion itself. Izuku can use the fusion but not the de-fused parts.
He can re-copy quirks he's copied only if he's used it up already. [Basically, lets say if he copied Zero Gravity and tried to copy it again it wouldn't work. However once he's fused Zero Gravity with some other quirk then he becomes able to copy it again.]
The quirks that can fuse don't have to be perfect, but they must at least have something in common to boost or effect, as well as take one thing away from each other. [Whether that be a detriment or a random feature] Say, Izuku fuses Erasure with a Quirk that let's the user spawn eyeballs on any surface he touches with his eye-palm. Both use eyeballs, so the fusion is a quirk that spawns Erasure-activated eyeballs on any surface he touches with his palm.
Or mabye the fusion of Erasure and a force field quirk. The fusion would be an Erasure Feild that erases Emitter and Transformation quirk users that get within range.
Downsides
Izuku cannot use any non-fused quirks.
He cannot control what is created from the fusion of quirks. Just oversee it.
Note: There is a fic on this idea already that I read after I posted this. I had no idea it existed before posting this, and am not trying to copy thier idea.
