Izuku's quirk is Absorbtion. It's an Emitter type that allows Izuku to, after touching a person skin-to-skin, drain the water out of them. It can be relegated to just a limb, or he can do it to the whole body. Either way, it ends up looking like a mummy. Think of Crocodile's dehydration move in One Piece, and you'll get it. The only difference is that a cup of water ain't gonna save that arm, it'll need to be amputated.
The water is then transferred from the victim to Izuku, rehydrating him. He could also transfer it to the air, where he can then manipulate it however he wants telekenetically. Usually, by shoving it down an opponent's lungs in order to drown them. He can also dehydrate lakes, pools etc etc and then control that water.
