Izuku's quirk is Twin Sight, cataloged as Sleep Sight in the records. It's an Emitter type quirk and the perfect combination of Shota Aizawa and Kayama Nemuri's quirks. Similarly to Shoto Todoroki, it's a half and half quirk. Izuku's left eye is a deep purple and puts anyone it looks at into a deep REM sleep. Izuku's right eye is a crimson red and cancels out the quirks of anyone it lays its eye on. They can't be turned off and only erasure's effects ends when he blinks. Later on he finds out he can swap their sides in exchange for a bit of stamina.
Izuku's quirk and Shota's parentage was a coincidence. Aizawa decided to donate to a sperm bank, and Nemuri wanted a child but was single. You can infer what happened through context.
Izuku's quirk can't be tuned off. Not for a lack of trying mind you, but yeah. As a result dry eye is not a drawback for his quirk. In fact there arent ANY drawbacks except that it cant be turned off. He wears a pair of specialized glasses made of a clear plastic to stop him from any unwanted quirk usage. Plastic is the only material that stops the special wavelength Izuku's eyes emit from effecting someone. It goes through everything else, even walls! His eyelids are another exception however, as is skin.
In case you aren't aware, REM sleep is the deepest sleep state. Izuku's is similar to a coma, where they can hear you but can't do anything until they wake up. Not even access their quirk. They are stuck in this state for a total of 30 minutes before they can be startled awake, if left alone it takes another 5 minutes to awaken.
