I honestly don't know how people haven't seen the potential One for All and Undertale have together. One for All could be explained as one person passing their soul to another and the energy within One for All being DETERMINATION. We see monsters like Undyne produce DETERMINATION but not have a DETERMINATION Soul or having been injected with DETERMINATION at any point. Who's to say people with other traits can't produce it as well?

Izuku has always been determined, even if he's quirkless. After getting One for All that feeling has grown substantially. He's been given a mission. His task: Discover the reason for the disappearance of Frisk Askla as well as the other 6 children all those years ago. The commission doubts Izuku will find anything. It has over 200 years after all. However as Izuku climbs Mt. Ebbit, his DETERMINATION grows!
All that goes to waste when he trips on a vine however. Or does it?

Izuku has the DETERMINATION Soul Trait. The past users' souls are inside One for All, and to Monsters it appears as if he has 9 souls! An experiment with HATE 200 years ago caused an unknown energy to blast away to the surface, it's invisible to Hans, but fully visable to Monsters. This energy caused the latent magic in humans to turn into Quirks! The Quirkless don't have magic or Quirks, their SOUL is simply stronger than most. Frisk is Quirkless.
Time flows differently in the Underground than on the Surface due to the Barrier. Frisk, originally only 5 when she fell, is now 18. She knew she could RESET, but she never did. The Pacifist run was the only one she did, and Flowey has been trying to overtake her save for years now. So, understandably she freaks the f*** out when she wakes up one day only to find that she no longer has the option to even SAVE. At this point, the whole Underground knew about Frisk's abilites, so an uproar was caused when it came out that she couldn't use them. An even bigger one was caused when a dude with 9 souls in him was found unconscious in the Ruins. To those with keener eyes to them like Sans, Frisk, Asgore, Toriel and Undyne they knew it wasn't cause by murder, as a tether connected them all that encased the main one the boy used. Almost as if they were willingly given to him. What happens when he wakes up? Well, that's up to you! This is only a prompt.
