Izuku's quirk is Subliminal Speech. It's an Emitter type that allows Izuku to slowly conform other people's minds to think or believe whatever he wants. It's not an instant process, in fact it is a very slow one. To completly change someone's mind it'd take a year at most. And that's if Izuku had a conversation once per day! Izuku's quirk works similarly to Subliminal Messages, when he speaks to someone if he projects his thoughts hard enough the other person subconsciously absorbs them, even if the conversation is completly diffrent to what he's projecting! The longer he talks to them the deeper his suggestions go.
For instance if Izuku wanted to change Bakugo from being a Hero to being a Villain, since his mind is so firmly set on Heroics it'd take a year at most of subtle comments like "You'd be a good Villain!" or "Why be a Hero? Be a Villain instead!" to change his mind. While Ururaka would be easier, since she is doing it for money if we boil it down to the basics, comments like "You'd make much more money as a Villain!" would stick much easier since her mind isn't firmly set on Heroics. Also younger targets are easier to mold with his quirk.
Slightly changing their decisions is easier though. That takes about a minute. And the more flippant someone is about changing their mind, the easier it is to direct their thoughts towards Izuku's liking. [For instance changing Stain from killing False Heroes, to rehabilitating False Heroes. Or changing Nejere's choice of her Hero Name to Miss Helix]
Mental Quirks make a person's mind harder to manuplate. It's not impossible but it slows it by 1/3 of the normal rate.
