Izuku's quirk is Forcecul Evolution. When he touches someone with a Quirk, he can forcefully cause a quirk awakening. He can only do that once per person though. If he touches a Quirkless person, he can forcefully bond their Quirk Scrap into an actual Quirk. Both processes are extremely painful, it'll feel like your whole body was thrown into the core of the sun.
Quirk Scraps are the remnants of a person's Quirk. If they are born Quirkless then they'll have two pieces of Quirk Scrap from their parents, and when Forced Evolution is activated on them, they force those scraps together making a random quirk from either of both bloodlines. If their quirk was stolen by AFO then Forceful Evolution repairs their Quirk Factor by adding a resistance to theft to their previous quirk, even if they were already awakened.
If they Awakened naturally but then Forceful Evolution was used on them, then it evolves both of the user's bodies instead. Making them stronger, faster, smarter etc. etc. (Both Izuku and the pther person)
