Izuku's quirk is Scrapper. It's an emitter type that lets Izuku Salvage, Scrap and Reconstruct Dead Quirk Factors. After Salvaging a Quirk Factor, he can then use it for himself. He cannot give it away however because once the quirk leaves his Quirkspace/Scrapyard, they dissapear for good, as the energy contained in Scrapper is no longer rejuvenating it, and the residual energy inside it becomes unstable, destroying the quirk. He can Scrap a quirk even if they've been dead long enough for not even bones to remain. As long as he can see the ball of Quirklight, he can telekenetically guide it into his Quirkspace. A part of Izuku's quirk is that once nearby a corpse, if the quirk is not already fully decomposed, it speeds up the process by 1.5 times. Basically, without the boost it takes 3 minutes. With it, it take 1 minute and 30 seconds.
He can sense all Quirklights, even ones that are alive, but can only take dead ones. Living Quirklights look bright, like they are mini-stars. Dead Quirklights are a dull grey, as if all their light was sucked out of them. For Nomu, they're at a sort of inbetween. The Quirklight is half-decomposed. They don't work completly, almost as if they were put into a person that is half-dead. [Mindless Nomu are living corpses. All For One is literally giving a corpse a Quirk. As a result, when nearby Izuku the quirks given to a Mindless Nomu start slowly rotting away, leaving them to only work at half strength]
Once a person dies, the very first thing to decompose after brain death is the Quirk Factor. After only 3 minutes the Quirk Factor is fully decomposed and unusable for any Quirk that interacts with other Quirks like All For One or Copy. However for Izuku, he can Salvage [AKA: Steal, his great grandfather is All For One] their quirks. He can only salvage Quirks from corpses if the Quirk Factor is decomposed, as such he cannot take a quirk from a living organism.
Next is his Scrap ability. This allows him to deconstruct the quirk. Doing this means every aspect of the quirk is torn away from itself, leaving it as material that can be used with his final ability, Reconstruct.
Once scrapped, it goes to a second, separate Quirkspace he calls the Scrapyard. In order to Scrap a quirk in the first place, he mentally drags the quirk towards the barrier separating the Quirkspace and the Scrapyard. After passing the barrier it is completly scrapped. Dragging Scraps close to the barrier and then bringing a quirk next to the barrier as well causes them to gravitate towards each other. Once both touch the barrier, the Reconstructed Quirk is ejected into the Quirkspace. By dragging a quirk towards the barrier while focusing on a specific part, he can Scrap only the part he's focusing on, with the rest of the quirk staying together but entering the Scrapyard. By replacing the scrapped part with one from the same vein of Scrap [Like stripping a quirk of Ice Resistance and replacing it with Fire Resistance], it becomes a whole quirk and shoots off towards the Quirkspace.
To make an entirely new quirk using scraps takes a few steps. First he needs a base. Let's do something something simple like a Fire Immunity Scrap. Next, he needs to add the type of quirk. Is it going to be Emmiter, Transformation or Mutation? If he wants can add a Fire Production Scrap after that, but only if he wants the quirk to be a flamethrower-esque quirk. To finish a quirk off the final step is the body part scrap. Is he immune to fire on his whole body, or just his hands? His feet? His legs, arms or torso? After adding the last piece he wants, he then needs to guide the pieces over to the barrier. When all the pieces enter it, they come out in the Quirkspace fused together as a complete quirk. This can fail though. If the quirk scraps simply don't work together, like trying to mix a Fire Immunity Scrap, Full-Body Scrap, and an Emmiter Scrap instead of Transformation or Mutation it will fail and the pieces will disintegrate. [In case you were wondering, that combination would not fail if he added some sort of production Scrap as well, like Fire Production or really any kind of production scrap. That combonation type was trying to make a quirk that makes him immune to fire. By adding an emitter scrap the quirk was trying to emit something with nothing to emit, so the quirk failed and disintegrated]
The Reconstruct ability allows him to take parts of one quirk and edit it with Quirk Scraps. Quirk Scraps are the thing a quirk is made from. In other words it consists of things like the resistances the quirk offers, the power itself, the thing by which the power works, any secondary abilities, the type of quirk, and the part of the body it effects. [Let's say he scraps Hellflame. He will get a Fire Production Scrap, Fire Control Scrap, Fire Resistance Scrap, Full-Body Scrap, and an Emmiter Scrap. Secomdary abilities consist of things like Half-Hot Half-Cold. By scrapping that He'd get both Fire-Related Scraps and Ice-Related scraps, as one of the two is a secondary ability.]
[AKA he can Scrap away the Mutation aspect of a quirk and Reconstruct it using a Transformation Scrap. The quirk would then function exactly like it would as a mutation, but instead as a transformation. If he took apart a quirk literally everything about it becomes a Scrap, and that Scrap can be added to a full quirk or reconstructed without certain parts to make the same quirk but without whatever remained as Scrap. Imagine it like this. Dabi died and Izuku finds his corpse and takes his quirk. He can then see "Hey, this quirk has has Ice Resistance instead of Fire Resistance". He scraps the "Ice Resistance" aspect off of the quirk, and replaces it with "Fire Resistance". Mabye he finds the corpse of Shigariki. Takes the quirk, but sees "Hey, I have a Dust Manipluation Scrap". He can then slap that Scrap on the Quirk and now he has the quirk Dust N' Decay!]
He can use Scraps by themselves if he needs to. For instance say he's about to be burned by a fire quirk but doesn't have any Quirk that'll help. Then, he sees he has a Scrap from that one weak Fire quirk. He finds the "Fire Immunity" Scrap, pulls it up front, and activates it. It works, however after releasing it, it disintegrates and is now gone from the Scrapyard.
