Izuku has the Samus' Power Armor as his quirk.

To stop him from being too OP, he starts off with just the Power Suit and the Power Beam. This is his quirk description:

Izuku Midoryia; Quirk:
Power Armor / Power Suit (You Decide)

Izuku can summon a suit made of an unknown material that is virtually indestructible. The suit has been known to mutate when it comes into contact with certain items to include it in some sort of upgrade. It cannot be forcefully taken off and seems to be biologicaly bound to his DNA. It operates on some sort of energy system. When the energy reaches 0 the suit deactivates for (You decide the amount of time. However, I reccomened 5 Minutes for this function to be usable in a battle scenario)

For the mutations it'd be hard to find that out so I'd recommend a scanner being his first mutation. It'd be picked up at the Quirk Doctor when he hands a handheld device that scans the quirk of an individual who holds it. It allows for an educated guess as to the quirk of an individual from Izuku's knowledge of the person as well as a body scan. It then reports the information to Izuku as well as the condition of the person it scanned. [IE injuries, diseases, sicknesses etc] (The reason I say this should be the first is because it would go well with Izuku as a reason to get into the study of quirks and his quirk journals.)

When Izuku comes into contact with All Might, should he give OFA to Izuku, it would give the Power Suit OFA's strength and speed as the "Combat Suit" transformation [IT IS NOT THE SUIT ITSELF! IT IS A TRANSFORMATION, HE HAS TO WILL OFA TO ACTIVATE]. [As for it being too OP; here's the <temporary, until he goes to gran torino yadayada> drawback. Instead of breaking bones, it's too hard to control. (It's OFA 100% everywhere on his body until he learns how to dial it down in percentages) ]. It would also give him the Charge Beam (Ya'know, cause OFA "Charges" energy as a stockpiler) and (If you choose it) a version of the Zero Suit that stays on Izuku permanently (it'd be a biological suit, so it'd have the same functions as skin however it gives him access to 5% of OFA without wearing the Power Armor.)

If All Might doesn't give OFA to Izuku, when Izuku grabs All Might's leg after the Sludge Villain attacks him when All Might coughs in the air a little bit of his blood lands on Izuku, giving him the Charge Beam.

The rest of the upgrades are up to you to give him whenever you want, however you want! (Technachly they all are and these are just recommendations but you get the point!) Remember to tell me you're making it so I can read it!
