149: Provisional Exam Results

Todoroki meets you in the hall outside, and the two of you meet up with the rest of your classmates back in the stadium. A stage has been set up in one of the cleared off areas, and Mera waits for everyone to arrive.

"Is that everyone? Yes? Good. It's been a long battle, everyone, but now it's time for the results. Before that, though... Regarding the scoring system... Those of us working at the Heroes Public Safety Commission, along with the members of HUC, were deducting points on two issues as we watched you perform. Essentially, we judged you on your ability to act flawlessly in a crisis. Anyhow, here are the names of those who passed, in alphabetical order. Keeping what I've said in mind, please take a look." The screen behind Mera flashes on, revealing the names of the passing students.

You and Iida scan through the list, both muttering, "I, I, I, I...!!"

You spot your name and shout in delight, grabbing Iida's arm and shaking him as you spot his name, too. "We're up there!!! We did it!!" You cheer and give him a hug. Iida awkwardly pats your back and gives you a big smile as his cheeks are dusted with pink.

"Indeed we did, Y/n!! Excellent work!!" Iida excuses himself to go check with Midoriya and Uraraka.

Shoji and Tokoyami are next to you, and you see their names up as well. "Great job, guys!!" You high five them and give them hugs, too. Neither knows how to react, and just like Iida, they pat your back stiffly. "Woohoo!! I'm so excited!"

Your other classmates find their names, and everyone is happy. Except for Bakugou and Todoroki, that is. "I'm not up there!!" Bakugou looks somewhere between flabbergasted and pissed.

You turn towards him in surprise. "Wait, really?!"

Bakugou grumbles and shoves his hands in his pockets. You notice Todoroki's dejected look, and realize his name wasn't after Tokoyami's on the list. "Oh, no..."

"Todoroki!!" You jump as Inasa's voice booms as he approaches. He looms over Todoroki, and you panic for a moment, thinking he's going to try starting another fight. "I'm sorry!!!"

You gasp and jump back as Inasa slams his head into the ground in a bow once more. "Oh my God...!!"

"It was entirely my fault that you didn't pass!! My pettiness is to blame! I'm sorry!!"

Todoroki seems as surprised as you, and reaches out towards him, trying to get him to stand up. "Nah... I started it, back then. There's no need for all of this. You approached me openly and honestly, and it's helped me realize a few things."

"Todoroki, you failed...?" Mina comes over, followed by Sero.

"So neither of our top two dudes passed?!"

"Time for you to clean up that potty mouth of yours, huh, Bakugou? Just like that upperclassman from Shiketsu was saying. Pretty obvious why you failed." Kaminari laughs at Bakugou, nudging him with his elbow.

Bakugou looks like he's about to explode with rage. "You're playing a dangerous game, Dunce Face. Shaddup if you don't want to die!!!!"

"That's exactly what I'm talking about, man!!"

"He's still bowing..." You mumble to Tokoyami and Shoji. They both nod as you all stare at Inasa with his head pressed to the ground, and Dark Shadow slips out in front of you. "Haha, hey, good work today, Dark Shadow." You smile and pet him. Dark Shadow is pleased by your compliments, and you hold him in a comfortable hug like he's a stuffy.

"You both failed because you two are big timers. Your own defining qualities worked against you here." Mineta says. "The old hierarchy is falling to pieces!" He sneers as he reaches up to pat Todoroki's shoulder, but he can't even reach his back. Iida promptly yanks him away and hushes him.

"One of these days someone is going to seriously harm you for your comments and actions." Iida scolds him.

"I assume you've all had a chance to read your results, yes?" Mera asks, drawing your attention back to the stage. "Next, we'll be handing out the score sheets. They explain the scoring system in detail, so read them over carefully. They'll let you know what areas you need to improve on, so don't lose them or throw them out." Staff from the Heroes Public Safety Commission begin handing out papers to everyone. "It was a punitive scoring system, with a threshold of fifty points. On your score sheets, you'll see how many points you lost for the listed actions."

"Izumi Y/n?" A man holding a large stack of papers calls your name near Sero, Ojiro, Jiro, and Momo.

"That's me!" You jog over, and the man hands you your sheet.

"Excellent work."

"Thank you!!" You take your sheet from him and shout in surprise. Sero leans on your shoulder with his elbow to check out your score. "96?! That's even higher than Momo Yao!!"

"Wait, really?!" Jiro asks.

"Excellent work, Y/n!!" Momo smiles.

"What'd you guys get?" You ask.

"Yao Momo got a 94 and I got an 84." Sero says.

"I got a 61..." Ojiro sighs. "It was a close one."

"How'd you do so well, Y/n?" Jiro asks.

You laugh and shrug. "When I was at Firetamer's agency we did a ton of rescuing, so I didn't really need to think about anything. I wasn't really supposed to be engaging actual villains much or doing dangerous things, so most of my time was helping civilians and evacuations. I did it so much, I guess it just kind of kicked in."

"Yeah... Talk about a great place to intern for rescue training..." Sero nods.

"Going forward, those who passed now have the legal right to act in a heroic capacity, but only in emergencies. That means fighting villains, rescuing civilians in disaster scenarios... Even without a professional hero's guidance, you're permitted to take action on your own." Mera says. "But... Keep in mind that every action you take comes with a heavy responsibility to society. As you all know, the great hero, All Might, is out of commission. His active presence served as an important deterrent to crime. Without that factor holding them back, we can be sure that the more brazen villains out there will start showing their faces. The balance has shifted and the world is bound to start changing in a big way."

"Do you think things will really get that bad without him?" Mina asks.

"I mean, all of the other heroes are still perfectly fine, plus we have Endeavor, Hawks, and Best Jeanist. Even with All Might retired, we've got plenty of great heroes." You shrug. "I'm sure things will be fine."

"With that in mind, know that you, the next generation, are the central pillar of society. Now as heroes, you will set a new standard. You must become the new bulwark keeping crime at bay. Be aware that the licenses you will now receive are only provisional ones. The road ahead is still a long one, so study hard at your respective academic institutions! Now then, as for those who didn't make the cut, don't don't be disheartened by your scores. You don't have time for that, especially because there's still a chance if you sign up for and complete a special 3-month training course and pass the individual test at the end."

"Oh? That's great news!" You smile over at Bakugou and Todoroki.

"You, too, will be awarded your provisional licenses. You may recall that I just said 'going forward.' Looking to the future, we need as many top-class heroes as we can find. The first round was basically a qualifier, and you hundred who were chosen to move on all have potential worth cultivating. That's exactly why we monitored you all to the end. Just because you failed today, it doesn't mean that all hope is lost. Rather, if you go back and work on your deficiencies, you have the potential to surpass even those who triumphed today. Attending the training course while maintaining your regular coursework will make for a packed schedule, but if you're up to the challenge, take the course."

"This is great!! Bakugou, Todoroki, you have to take that course!" You smile.

"Tch! Obviously!! I'm gonna beat it no problem!!"
