The next morning, all the students were meticulously examining the Daily Prophet. The newspaper displayed a large photo of Dolores Umbridge, sporting a broad smile and slowly winking at them beneath the headline:

MINISTRY SEEKS EDUCATIONAL REFORM: DOLORES UMBRIDGE NAMED FIRST HIGH INQUISITOR IN HISTORY.

Astoria began to read the headline aloud: Last night, the Ministry of Magic surprised everyone by passing a law that grants the organization an unprecedented level of control over Hogwarts School of Witchcraft and Wizardry.

"For some time now, the minister has been apprehensive about what's happening at Hogwarts," commented his junior assistant, Percy Weasley. "The decree is a response to concerns expressed by anxious parents who feel that the school is heading down a path they disapprove of." This isn't the first time in recent weeks that Minister Cornelius Fudge has used new laws to implement changes at the magic school.

On August 30, a new law, Educational Decree No. 22, was passed to ensure that, in the event the current headmaster fails to present a candidate for a teaching position, the Ministry will select a qualified person. "That's how Dolores Umbridge ended up being appointed to the Hogwarts staff," Weasley said last night. "Dumbledore couldn't find anyone, so the Ministry appointed Umbridge, and naturally, she achieved immediate success."

Astoria stopped reading and looked at her housemates, who began to murmur.

After breakfast, Luna and Sasuke walked together to Herbology class in Greenhouse Number 3.

Sprout: Good morning, class. Today's topic will be about shrivelfigs. Last year, you saw the effect of this plant during the second task of the Triwizard Tournament.

Professor Sprout paused her explanation when Professor Umbridge entered the greenhouse.

Umbridge: Excuse me, Professor. I just wanted to know if you received my message regarding the date and time of your evaluation — she said while eyeing Sprout's large hat and dirt-stained clothes.

Sprout: I did — she replied calmly.

Umbridge nodded and told her to continue with the lesson.

Sprout resumed her explanation about the shrivelfig while the students examined the plant. Umbridge stood in the corner of the room watching the class while taking some notes.

When the explanation ended, the students began to grab some pots containing shrivelfigs, at which point Umbridge approached Sprout.

Umbridge: How long have you been teaching at Hogwarts?

Sprout: I will complete twenty-six years this September — she said with a smile.

Umbridge: Was it Dumbledore who hired you?

Sprout: Yes, just a few days after I graduated from Hogwarts, he sent me a letter saying that Professor Brewster had retired and asked if I would like to take over his position. I accepted immediately.

Umbridge: You will receive the results of your evaluation within ten days — she said as she left the greenhouse.

Umbridge spent the entire week evaluating the professors during their classes. The students were looking forward to the weekend, as they would be visiting the village of Hogsmeade.
